Nanoha and Nanoha A's were not dubbed by FUNimation but by Geneon; this is one of the series they started working on before ceasing distribution but which was still completed. FUNimation distributed the DVDs on behalf of Geneon but Geneon still holds the license for at least the first two series and no announcement was ever made regarding StrikerS. To knowledge FUNimation has yet to pick up the sequel for any of titles they distribute Geneon. Whether this is because they simply don't want them (remember, Geneon went down for a reason) or because Geneon are sitting on the rights I don't know, but there are three likely outcomes: FUNimation licenses StrikerS, in which case it will either have completely new cast of they will have to arrange something with whatever studio produced the original dub. Geneon springs back into life and starts licensing and producing again (although probably still distributing through FUNimation since they axed that part of the company completely) It is never released in the US at all, or has a cheap sub-only or streaming release of some kind.
